Low-emission zones in Portugal
Lisbon has a stricter central ZER 1 and a wider ZER 2. The basic thresholds are Euro 3 in zone 1 and Euro 2 in zone 2, on working days from 07:00 to 21:00.
Cities with low-emission zones
Lisbon ZER has two areas with different thresholds. The detail page explains both and links to official sources.
Two areas, different thresholds
Check which area contains the destination and compare the documented Euro standard with that area’s requirement.
Approximate manufacture years in summaries do not replace a proper assessment of a borderline vehicle. Historic or modified vehicles need the appropriate local exemption.
Foreign vehicles and documents
Foreign registration does not itself provide an exemption. Have the registration certificate and emissions-standard evidence available. No universal Portuguese windscreen emissions sticker is used here.
Portuguese motorway tolls are separate. Paying them does not grant entry to Lisbon’s ZER or other restricted streets.
Hotel, parking and arrival time
Check local signs as well as the Euro standard. Pedestrian and delivery restrictions can operate outside ZER hours.
Confirm the exact approach with the hotel or garage. If the car does not qualify, park outside the area and use public transport.
