Low-emission zones in the Netherlands
The local milieuzone covers diesel passenger cars. A separate zero-emission logistics zone applies to vans and lorries; the requirements are different.
Cities with low-emission zones
Passenger-diesel milieuzones apply in Amsterdam, Arnhem, The Hague and Utrecht. Elsewhere, check the vehicle category shown; zero-emission logistics zones have transition periods and exemptions.

Passenger cars in the milieuzone
Passenger diesels must meet the local emissions class. Petrol, LPG and electric passenger cars are not subject to this diesel restriction. Use the vehicle documents if a Dutch registration checker cannot identify a foreign vehicle.
Vans and heavy goods vehicles
This logistics scheme differs from a passenger-car diesel milieuzone. A new combustion or hybrid van first registered from 1 January 2025 does not have general access without an applicable exemption.
For earlier vehicles, emissions class and transition dates matter. The national overview permits Euro 5 vans until 1 January 2027; check the current final date for Euro 6. Lorries have separate groups and dates.
Foreign registration and exemptions
The technical conditions apply to foreign vehicles too. Have evidence of category, Euro standard and first registration date. Failure to find a foreign number in a Dutch checker is not permission to enter.
Use the official RDW exemption process and city instructions where needed. Submission alone is not confirmation that an exemption is active.
Planning a visit
The recorded vehicle category matters even if a van is used privately. Motorhomes and other special-purpose vehicles may follow different rules.
Check each restricted part of the route. Heavy-vehicle or delivery restrictions can coexist with the logistics zone. This scheme does not use a physical windscreen sticker.
Passenger-diesel thresholds
Amsterdam, Arnhem and Utrecht require emissions class 5 in their passenger-diesel milieuzones. The Hague requires class 4. Petrol, LPG and electric passenger cars are not subject to this diesel rule.
